One question, one paragraph
Every section should answer a single question employees actually ask. Merge the rest into an appendix or FAQ.

A concrete before/after example is worth two paragraphs of prose. Show approval flows, timelines, and eligibility with scenarios.
Version, date, and owner on every page
Employees trust living documents. Show 'Last updated' clearly and name the policy owner people can ping.
